CIA Drones Kill Large Groups Without Knowing Who They Are

The expansion of the CIA's undeclared drone war in the tribal areas of Pakistan required a big expansion of who can be marked for death. Once the standard for targeted killing was top-level leadership in al-Qaeda or one of its allies. That's long gone, especially as the number of people targeted at once has grown.


This is the new standard, according to a blockbuster piece in the Wall Street Journal: "men believed to be militants associated with terrorist groups, but whose identities aren't always known." The CIA is now killing people without knowing who they are, on suspicion of association with terrorist groups. The article does not define the standards are for "suspicion" and "association."

Strikes targeting those people — usually "groups" of such people — are called "signature" strikes. "The bulk of CIA's drone strikes are signature strikes," the Journal's Adam Entous, Siobhan Gorman and Julian E. Barnes report.

And bulk really means bulk. The Journal reports that the growth in clusters of people targeted by the CIA has required the agency to tell its Pakistani counterparts about mass attacks. When the agency expects to kill 20 or more people at once, then it's got to give the Pakistanis notice.

Meanwhile, on "Meet the Press," David Gregory had a chance to interrogate Maggie Haberman, whom he identifed as "Politico's reporter covering the Cain story." Gregory asked her absolutely nothing about Politico's behavior. He put up a quote from Cain, saying he'd like to leave the story behind and "get back on message," and asks her "So how does he really do that when there are more questions, which are primarily what?"
MS. MAGGIE HABERMAN: Well, I think among the questions are does he remember the second woman who we reported on? He says he has no memory of her whatsoever. Other media outlets have confirmed that there was another woman who had made some kind of complaint about sexually inappropriate behavior.
MR. GREGORY: Mm-hmm.

MS. HABERMAN: And Mr. Cain's campaign last night not only said they don't want to talk about this anymore, but they, you know, said they were going to email people the code of ethics from the Society of Professional Journalists, and did to one of my colleagues. I think this is where you're going to see the pivot. They are going to say the media is out to get him. I think that it has served them well this week.

MR. HUNTSMAN: Well, listen, I was asked to introduce her and nominate her because I think I was about the only person who actually knew her after John McCain had, had picked her as a running mate. I was chair of the Western Governors Association, I had worked to a limited extent with Sarah Palin. So when you're looking for somebody who can actually go up and nominate her, I was asked to do it, and I did as told.

[DAVID] GREGORY: So you mean you pumped up the case there? You didn't really believe... that the country was waiting for Sarah Palin?

MR. HUNTSMAN: I, I wanted to help my good friend John McCain. I wanted to help his ticket. I wanted to move the Republicans toward victory, and I stepped up and I did what I thought was right.

MR. GREGORY: You think she was capable of being vice president of the United States?

MR. HUNTSMAN: Oh, I think she would--I think absolutely she was capable of being vice president. She was elected as governor. She served a couple of years well, and I think she would have learned a lot on the job.

TRIPOLI, Libya (AP) — Some weapons depots in Libya have still not been secured properly, and "much has already gone missing" from unguarded sites, the top U.N. envoy in Libya said in an interview Sunday.

Preventing more weapons from being smuggled out of country will be difficult, considering the nature of the vast desert nation's borders, the envoy, Ian Martin, told The Associated Press.

"That has to be a priority now, to secure what still remains in Libya," he said. "Over time, the international community can assist Libya and its neighbors with that, but I am afraid there is not a quick and easy solution to that problem."

During the chaos of Libya's 8-month civil war, human rights groups and reporters came across a number of weapons depots that were left unguarded and were looted after Moammar Gadhafi's fighters fled.

Martin said the unsecured weapons remain a "very, very serious cause for concern." He said they include shoulder-held missiles, mines and ammunition.

Martin noted progress concerning chemical weapons and nuclear material. Last week, Libyan officials said they discovered two new sites with chemical weapons that had not been declared by the Gadhafi regime when it vowed several years ago to stop pursuing non-conventional we [...]
